"Mr. Lotvonen in an economist and graduated from Turku University in year 1982. He has from autumn 1995 had his position as County Governor in the Regional Council of Lapland. He has been leading development planning and implementation of different national and EU Programmes of Lapland near last 20 years.

Mr. Lotvonen has since the mid`s of 1980`s experience of international cooperation in Circumpolar and North Calotte Areas, in Barents region ,with European and Russian Regions. From year 2007 he has been a Finnish member in BSSSC Board dealing with development issues in Baltic Sea Region.

Mr. Lotvonen has been and still is a member in many national advisory committees and working groups to enhance regional development and certain thematic fields like Arctic Issues, Mineral and Natural Resource Strategy, to mention some examples."
